Mainland or Free Zone in the UAE: Which One Should You Choose?

Compare mainland and free-zone options by activity, customer location, premises, visa needs and renewal costs before choosing your UAE company licence.

Start with your business model

The right jurisdiction depends on how the company will operate. A consultancy serving international clients, a local restaurant and an import business can require very different arrangements.

Write down what you will sell, who will buy it, where work will take place and whether you need employees. Use this description when discussing activities with a licensing authority.

When mainland may suit your plans

Mainland can be an appropriate option for businesses seeking an Abu Dhabi operating base and access to the local market, subject to the activity and necessary approvals.

Check the specific permissions for your work and location. Do not assume a licence automatically authorises every activity or a branch in another emirate.

When a free zone may suit your plans

Free zones offer different activity lists, facilities and licensing packages. Compare the selected zone against your intended operations rather than treating every free zone as identical.

If you intend to operate outside the zone, establish what additional permissions are required. ADDED lists a dual-licence option for qualifying Abu Dhabi free-zone establishments; its conditions need checking for the proposed activity.

Compare the complete arrangement

Ask each provider to explain the same items in writing.

  • Exact licensed activities
  • Permitted operating locations
  • Office or workspace conditions
  • Visa allocation and establishment procedures
  • Shareholder and manager requirements
  • First-year charges, exclusions and renewal costs

Avoid choosing on headline price alone

A cheap initial package can become less suitable if it excludes facilities or permissions your company needs. Equally, paying for an unnecessarily large package ties up working capital.

Before paying, confirm what happens if you add an activity, employ more staff or change premises. Keep the activity description and quotation with your formation records.
